Papules most often result from the local accumulation of inflammatory cells. Cats and dogs with flea allergy dermatitis commonly present with papules reflecting the inflammatory response at the site of flea bites.  Papules are also commonly seen in canine pyoderma.

Plaque
A large flatter elevation of the skin, sometimes formed by papules coalescing.  A common example is the eosinophilc plaque seen in some cats with allergic skin disease.
